As Mr. Scroggins so wisely did, I will qualify my statements by saying that I am merely a vet tech and really only see baby snakes this young in my own collection. The tissue distal to the 90 degree angle looks like umbilicus to me. I can't tell for sure from the photo but the proximal part looks consistent with umbilicus as well. Internal organs, in my limited experience, are usually less rigid than what appears to be in the photo and, depending on the organ itself, a different color. I had one neonate break the umbilical stalk very far away from the body like this earlier this year. I was worried about the stalk catching on something and causing a hernia... so I kept it in a tub without a perch and on moist paper towels changed twice daily. This only seemed to delay the natural process of it drying up and falling off and prevented the baby from normal activity. I eventually tied off the stalk... waited one day for any potential circulation to die (overkill I am sure)... cut the distal part of the stalk... and added a little bit of antibiotic cream to the cut area. I put the kid back in the tub... this time with a perch and fairly dry paper towel for substrate... misted the baby lightly throughout the day to keep humidity up but the belly dry. The stalk dried up and dropped within two to three days.

If I were already to the point of euthanasia, as you seem to be, I would first give this a try. You can use sewing thread to tie off the tissue if you do not have suture material available. Tie it tight enough to crush the tissue but not so tight that it cuts all the way through. I would say it should compress 50 - 75% of the way through the diameter of the cord. If the tissue proximal to the 90 degree angle looks significantly different and you are concerned that it may be part of some internal structure just tie off slightly distal to that point. If it is part of an organ it will probably retract. If it is just umbilicus it will dry up and fall off. If you are already considering the freezer, why not give it a shot? Just my pennies.
