You are required to have a permit thru apprenticeship before you can keep hawks or any other bird of prey legally. Apprentices must take a written test, have a
sponsor, and have their mews inspected by DFG or DNR, whichever department is responsible for wildlife management. Some states restrict apprentices to kestrels
and redtails and they can't be purchased, only captured. That said, the Kestrel is one of my favorite bird of prey and a falconer friend of mine had a
lovely female.

I've always had a love for birds of prey. I've rescued several owls down here in N. Florida. They're everywhere...very neat animals!

They are a great bird to keep for falconry. You can hunt pidgeons in the city with them.

Carlos, You would be breaking both Virginia and federal laws if you were to acquire a native raptor without having the proper state and federal permits. And Joey,
an individual in New York state is required to have both a state class II wildlife rehabilitator's permit and a federal rehabilitator's permit to
legally rehab any native raptor species. Neither having a falconry license or having a father-in-law with a falconry license makes it legal to rehab raptors.
There is a US Fish and Wildife Dept. employee on this site and I wouldn't be surprised if other FWS employees monitor it. I realize you are just trying to
help out these birds, but you could easily get into some trouble if someone wanted to make an issue out of it. Just a heads up and good luck with them.
