I would use a small ceramic heating element with a proportional thermostat.

Depending on the size of the tub you might be able to get away with a red bulb pluged into a proportional thermostat. I used this method with a shoebox size
tub, as well as a slightly larger tub. I provide additional white light during daylight hours and the red light doesn't disturb the animal at night while
providing heat.
